TCIDA Business Loan Program is a revolving loan fund, which was created to provide low interest loans to start-up and expanding businesses located in Tioga County.
Fund up to $100,000 or 45% of total project costs, whichever is less.
Minimum fund of $2,500.
Matching of 50% of total project cost required
Term length: up to 10 years
Rate: as low as prime minus 1%

Chair - Jon Ward: Appointment Date: December 10, 2019
Jon is a Vice President and Commercial Services Officer at Tioga State Bank. Jon studied Business Administration at Niagara University and Business Economics at State University of New York at Oneonta. He is a board member and Treasurer for the Tioga County Local Development Corporation, alumnus of the Broome Leadership Institute and volunteer soccer coach for TCYSA.
Vice-Chairman - Kevin Gillette: Appointment Date: January 1, 2014
Kevin was appointed Vice-Chairman of the Tioga County IDA on June 5, 2019. Kevin is a partner in Tioga Hardwoods Inc. located in Berkshire NY. Established in 2000 in Tioga County. Kevin is a Trustee of the New York State Lumbermen’s Insurance Trust Fund.
Treasurer - Eric Knolles: Appointment Date: June 12, 2019
Eric is the Superintendent of the Waverly Central School District. Eric obtained his Educational Doctorate from California University of Pennsylvania, Master's Degree in Administration at Mansfield University, BS from Mansfield University, & NYS Superintendents Certificate from St. Bonaventure University. Prior to his career in education, Eric served four years in the 82nd Airborne Division of the United States Army and worked as a deputy sheriff for the Bradford County's Sheriff's Department.
Secretary - Mari Townsend: Appointment Date: January 10, 2023
Mari is an Assistant Tioga County Attorney and has been practicing as an attorney since 2005. Prior to joining the County Attorney's Office Mari was the Family Court Public Defender for Tioga County. Mari and her husband, Chris, own Hollenbeck's Feed & Coal, Inc, in Catatonk, NY. Mari is also a member of the Candor New Quilters on the Block Quilt Guild, a member of Owego Rotary, and a supporter of the Tioga Arts Council.
Martha Sauerbrey: Appointment Date: January 13, 2016 (previously served 2007 - 2014)
Martha Sauerbrey was appointed Secretary to the Tioga County IDA on January 4, 2017. Martha is the Chairwoman of the Tioga County Legislature since 2014 and has served as a Tioga County Legislator since 2005. Martha is the past President and CEO of the Tioga County Chamber of Commerce, 1999 to 2014. Martha's previous employment includes: Tioga County Economic Development & Planning - Economic Development Zone Coordinator/Economic Development Specialist, 1998 – 1999; New York State Senator Thomas W. Libous - Operations and Communications Coordinator, 1989 – 1998.
